Executive summary
BDEF (Bristol Disability Equality Forum) worked with Bristol CityCouncil’s Adult Social Care (ASC) service to hear from Disabled people, carers, community and voluntary sector organisations and ASC staff to understand what matters most to people who access Adult Social Care when receiving or providing care and support people. The aim was to help ASC create a new set of measures that reflect what people say matters most.
Three engagement sessions were held in February and March 2026, hybrid between the Create Centre and Teams. The project had a short timescale so the work was undertaken through engagement and using co-design principles.
Across the sessions, people with lived experience talked about what helps, what gets in the way, and what should be measured to understand whether ASC is working well. From this, the group agreed five top priorities.
